Riverside University Health System - Medical Center (RUHS-MC) is seeking an Assistant Nurse Manager for the Behavioral Emergency Response Team (BERT) located in Moreno Valley.
The BERT Team is an innovative, thought provoking, cutting edge, dynamic small team that responds to over 700 calls for service a month. BERT operates 24 hours a day, seven (7) days a week and is comprised of a Registered Nurse coupled with Healthcare Security Services officer (HSS) who respond to any perceived or impending behavioral crisis within the grounds of RUHS-MC including but not limited to the Emergency Department (ED), Medical-Surgical Center (MSC) and the surrounding parking lot areas within a 250-yard radius.
The essential job duties of this position include, but are not limited to, the following :
- Coordinate and oversee the Behavioral Emergency Response Team (BERT) activities within the hospital.
- Develop and implement policies, procedures, and protocols for responding to behavioral emergencies.
- Conduct regular training sessions for hospital staff on crisis intervention techniques and de-escalation strategies.
- Collaborate with the Emergency Department, Psychiatry Department, and other relevant departments to ensure seamless care for patients experiencing behavioral crises.
- Evaluate the effectiveness of BERT interventions and make recommendations for improvement.
- Provide clinical supervision and support to BERT team members.
- Serve as a resource for hospital staff regarding behavioral health issues.
- Participate in quality improvement initiatives related to behavioral health care.
- At least three years of experience as a Registered Nurse.
- At least one year of experience as a Charge Nurse or experience in a lead capacity.
- Psychiatric or Behavioral Health experience preferred.
Required Certifications and Licenses
- A current and valid RN license to practice as a Registered Nurse in the state of California.
- A current and valid Basic Life Support, (BLS), certification, issued by the American Heart Association.
- Crisis Prevention Intervention certification. Within one (1) year of hire
- 5150 certification within one (1) year of hire.

- Work Schedule: 4/10-hour shifts Monday- Thursday; 7:00am - 5:30pm

EXAMPLES OF ESSENTIAL DUTIES
Examples of Essential Duties (may include but not limited to)
- Promote collaboration among other departments, units, programs, and physicians; represent assigned unit(s) or program(s) in committee meetings.
- Assist in candidate recruiting, training, promotion, and termination activities; monitor performance of nursing staff and provide feedback.
- Develop policies and procedures, standards of care and practice, and in the monitoring of nursing care, in relation to those standards, to assure compliance with The Joint Commission (TJC), Title XXII and other regulatory standards such as those required by RUHS-MC or CHC program grants; advise staff on the interpretation and application of agency policies, laws and regulations.
Assistant Nurse Manger (Unit Leader) Assignment
- Support the Clinical Director of Nursing Services I/II at RUHS-MC in planning, coordinating and supervising the work of nursing personnel for multiple nursing units and/or programs within those unit(s).
- Assist in the coordination of in-service educational programs and staff meetings; provide assistance to preceptors in developing unit orientation programs for new nurses or program staff.
- Prepare administrative records, reports and correspondence related to budget, unit or program operations.
- Promote reliability in the acuity classification of patients and serve as a working charge nurse or supervisor, as needed to meet staffing requirements.
Unit Educator Assignment
- Instruct organized in-service nursing courses to professional and para-professional nursing personnel.
- Conduct orientation programs for new nursing personnel; provide direct oversight and supervision over the nursing personnel in the new grad program; participate in the evaluation and revision of instruction and nursing practices.
- Perform direct nursing care services as needed.
- Educate and train staff to support evidence-based practices.
- Facilitate assignments that support learning for the orientee or nurse learner.
- Monitor clinical competences in real time during patient care events.
- Perform in-service and training on medical equipment in real time.
Unit Coordinator Assignment
- Responsible for coordinating clinical care for patients in a 24-hour setting.
- Perform direct nursing care services as needed.
- Monitor and ensure program and staff compliance to Joint Commission, state and federal standards and regulations, and RUHS policies regarding patient care.
- Provide oversight and support to charge nurse to ensure staffing needs/assignment are made according to workload, staff competency and scope of practice; delegate responsibilities within the scope of practice and validated competencies in order to meet the workload demands of the shift.
MINIMUM QUALIFICATIONS
Education: Successful completion of the education required to obtain a valid license to practice as a Registered Nurse by the State of California. A bachelor's degree from an accredited college or university in nursing is preferred.
Experience:Three years as a registered nurse, which must have included one year of charge nurse or experience in a lead capacity.
Knowledge of:Application of the nursing process; full range of registered nurse duties and responsibilities; principles and methods of supervision and training; basic management skills; problem solving techniques.
Ability to:Plan, organize, supervise, and evaluate nursing services within specific unit(s); communicate effectively; positively manage change and conflict; interpret licensure and accreditation standards; analyze and draft department policies and procedures; apply productive problem-solving skills; write clear and concise reports; perform registered nurse responsibilities according to the State of California Nurse Practice Act; implement the nursing process.
Other Requirements
- License/Certificate: Must possess and maintain a current valid license to practice as a Registered Nurse in the State of California.
- Possession and maintenance of a current valid Basic Life Support (BLS) certificate issued by the American Heart Association.
- A valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
