In concert with the Director, plans and coordinates activities within Employment Solutions. Major focus is overseeing the quality of the services within the facility based portion of the Employment Solutions Department. In the absence of the Director, fulfills those necessary responsibilities to maintain the program. In conjunction with The Director of Employment Solutions, oversee the day to day operations of all Employment Services contracts and directly supervise those mangers who over see them. This position will assist in research and development of any and all new contract opportunities as well as any new community based employment initiatives affiliated with Progress Industry contracts.
ESSENTIAL JOB FUNCTIONS:

- Ensure protection from abuse, neglect, mistreatment and exploitation in regard to the health, safety, comfort, and well-being for the people we support by adhering to all related policies.
- Assist with planning, developing and coordinating of all Employment Solutions programs
- Act as the front line liaison with all contracting agencies.
- Perform all functions relative to Quality Assurance within the Employment Solutions Department. Responsible for overseeing the certified and non certified programs with all agencies that exercise regulatory or funding authority over said programs. Reviews all proposed regulatory changes and advises the Director of the potential impact. Oversees the program evaluation process and quality improvement process in the entire Employment Solutions Department.
- Supervise those personnel designated on the organizational chart as having direct supervisory responsibility to the position. Complete job evaluations.
- Assure that the delivery of services occurs in accordance with federal, state and agency mandates.
- Responsible for oversight of the managers Facility Based/Community Based Employment and satellites in Oneida and Lewis Counties.
- Tri-annual hourly rate evaluation documentation and implementation for Labor Department
- Submit reports as required by all employment solutions contracting agencies.
- Maintain effective communication with ACCES-VR as related to WIOA/SBPV, OPWDD, OMH, DOL, Social Security and other Adult Service Provider Agencies.
- Perform all necessary tasks and duties as determined by the discrete areas of specialization within the position.
- Oversee incident review process, notifies the appropriate. Assign and/or participate on the Agency Standing Review committee. Assign and/or assist in preparing all information for Standing Review Committee. Prepare the Annual Tracking and Trends Report for the Director, Board and Standing Review Committee.
- Department representative for Preliminary Incident Review (PIR) meetings.
- Represent the Department on appropriate committees in the community and within the agency.
- Assist Supervisory Team Managers and/or Assistant Directors with interviews for Program Managers, and assist with interviews with potential Direct Support Professionals as needed.
- Assist Supervisory Team Managers/Assistant Directors with any and all admission/discharge paperwork for individuals in the program
- Assist Supervisory Team with the development of Job Improvement Plans, Counseling Memo's, and Counseling Statements for staff.
- Review for accuracy, approves and processes timesheets, including all supporting documentation, for the Supervisory Team Managers and/or Assistant Directors.
- Problem solving day to day concerns involving staff issues and oversight of the individuals.
- Assume responsibilities of Director in their absence
- Interviews prospective staff and do initial face to face screening to assure adequate staffing patterns in all employment programs.
- Works closely with the Human Resources department on the recruitment and hiring process to assure compliance with governing regulations.
- To oversee the paperwork involved in hiring staff with the Employment Services Division, including checking references, checking qualifications, oversee the routing of the Terms of Employment in cooperation with Human Resources, and providing initial departmental orientation to job.
- Maintain on-going knowledge of staffing needs within Employment Services in both North and South.
- Responsible for staff training both clinical and documentation in all employment programs. Arrange training for staff as required in their job description, including agency orientation and other training specifically required for working with the individuals referred to employment programs.
- Responsible for all OPWDD Innovations trainings for all Employment Solutions staff.
- Act as NYESS master trainer for all employment staff.
- Schedule staff on site for lunch coverage/busing needs/etc along with reviewing and requesting time off from appropriate staff, under the direction of the Program Director.
- Assist staff with daily attendance of the people at Arnold Ave facility based program, as assigned.
- Act as a liaison to the assigned staff working in the community employment offsite locations (Ex: Precise, DFAS, Nickelback and Marcy Town Plaza).
- Assist staff with handling of day to day activities related to the people supported by the facility based program (Ex: Structure Rehab schedule, counseling of persons enrolled in the program).
- Assist with assigning of caseload's to the VRC/Employment Counselors, under the direction of the Program Director.
- Serve as a member of the Leadership Team or Supervisory Team as directed.
- Develop and maintain current policies and procedures.
- Report all incidents of federal, state and local law enforcement agencies presenting search warrants, subpoenas for information or testimony from Agency personnel or any unannounced visits to supervisor.
- Promote and adhere to all elements of the Agency's Corporate Compliance and HIPAA policies.
- Maintain and promote confidentiality in accordance with Agency policy.
- Comply with all aspects of the Agency's Safety Policy.
- Serve on Agency committees as assigned.
- Attend meetings as dictated by your job responsibilities and/or as assigned.
- Attend and complete all mandatory training.
- Adhere to scheduled hours and submit completed timesheets to supervisor on time each payroll period.

Education and Experience
Any combination equivalent to education and experience that provides the required knowledge and skills.
Typical qualifications would be equivalent to:
- A Bachelor Degree from an accredited college or university and two years supervisory experience; or
- An Associates Degree and 3 years supervisory experience; or
- A high school diploma and 5 years supervisory experience.
