Develops, maintains, and provides ongoing review of personnel policies and manuals for the Command and the CG Nonappropriated Fund (NAF) workforce. Monitors, researches and recommends policies, procedures, and plans in response to Congressional legislation, Executive Orders, and regulations of other Government departments (DHS, OMB, and USCG) as well as private human resources industry practices. Provide interpretations and explanations of NAF policies, Federal regulations, and CG policies to Command and field personnel.Supports Director in all aspects of corporate insurance programs, coordinating general liability, property, auto, vessels, flood, cyber, umbrella, and excess liability insurance, and the NAF worker’s compensation insurance program, ensuring the cost-effective delivery of benefits to NAF claimants. Develops statement of work, evaluates proposals, and oversees contract for coverage for worker’s compensation insurance program. Operationalizes processes for: reporting, investigation, and analysis; litigation management; resolution/outcome management; and the delivery of claim information for the workers compensation program.Ensures external reporting requirements to Department of Labor are met. Advises management on program effectiveness.Coordinates all reasonable accommodation requests for the command. Serves as the command’s NAF EEO liaison, coordinating responses and cases from informal complaint stage to formal hearing, establishing working relationships with attorneys, investigators, employees, and the Civil Rights staff throughout the Coast Guard. Coordinates and oversees the Anti-Hate and Harassment process. Prepares the Command’s EEOC MD 715 reports for the NAF workforce; performs workforce data analysis to uncover barriers to equal participation at all levels of the workforce.Serves as the point of contact for Freedom of Information Act (FOYA) requests, Coast Guard Mutual Assistance (CGMA) requests, Confidential Financial Disclosures Reports and ethics training (CFDR). Monitors and advises on conflicts with Dual Outside Activities under the DHS. Supervises the CSC administrative staff, hiring, evaluating, training, coaching, and scheduling employees. General business experience may be substituted for degree on a year for year basis.2.Advanced experience in Microsoft Word.3.Intermediate experience with Microsoft Excel.4.Two years of policy writing or interpretation in employment law compliance.5.One year of supervisory experience.6.One year of risk management experience.7. This is a white-collar position where occasional lifting up to 20 lbs. may be requiredPreferred:1.Master’s degree accredited university with emphasis in human resources or business administration.2.Five years HR policy development.3.Previous experience responding to EEO complaints.4.At least one year experience in workers compensation.5.
