Job Description
To manage, supervise, and monitor the finances of the county; including purchasing, financial management, accounting, SEFA reporting and special projects to assure compliance with all local, state, federal, and financial reporting requirements and to assist management in making sound financial decisions for the present and future. Make recommendations on cost controls and system/procedure enhancements for efficient business operations, in accordance with government accounting standards.

Work Hours: This position will work and be paid for 75 hours in a 2 week pay period
Current Cumberland County Employees will follow the County Promotion/Demotion policy.
Responsibilities:
- Manage SEFA in accordance with all federal and state requirements and guidelines. Train fiscal staff on federal and state reporting requirements and guidelines. Reconcile and explain differences from our SEFA records and the state’s records on letters that come throughout the year.
- Manage Schedule of Commonwealth of Pennsylvania Department of Human Services Expenditure and Supplemental Schedule. For the Supplemental Schedule reconcile our reported Federal Expenditures per the SEFA to the Federal awards received per the audit confirmation reply from Pennsylvania. Also, need to include a detailed explanation of any differences found through the reconciliation.
- Manages the accounting processes, and departmental accounting as assigned. This entails managing the monthly accounting close process and packets prepared by financial managers, accountants and other staff, the SEFA, reconciliations, compliance with all financial and grant reporting requirements, training, etc. The funds and departments that do not have accountants/financial managers, require a higher level of assistance. Responsible for finding problems and issues and implementing resolutions in the form of either a correction or process change.
- Manages special projects and implementations of new software, policies, and processes. Ensure new software/processes meet all financial reporting and compliance requirements. Fully train staff on new systems.
- Responsible for finding problems and issues in the County’s accounting processes and implementing resolutions, process enhancements, and controls to assure that we have uniform financial policies and procedures in place across the County.
- Sub-recipient monitoring of the redevelopment authority.
- Research prudent audits and become the County expert on what is required.
Qualifications:
- EDUCATION AND TRAINING
Bachelor’s degree in accounting or business administration with at least 15 credits in accounting.
- WORK EXPERIENCE
Minimum 5 years’ experience in budget and accounting (government preferred).
