ESSENTIAL DUTIES:Manages, supervises, and supports the day-to-day operations of finance, payroll, inter-governmental affairs and workforce development under the direction of the Managing Deputy Commissioner of Administration (“Managing Deputy Commissioner”). Works with other senior managers and the Executive Leadership Team to devise strategies and policies to carry out the department’s administrative responsibilities. Aids in and directs the successful completion of high-level and complex staff projects and assignments. Analyzes reports and formulates improvements to the department’s administrative workings. Compiles performance reports and reports to the senior staff and executive management team. Functions as the specialized advisor to the Managing Deputy and the Commissioner. Provides leadership and guidance to department managers. Promotes goodwill throughout the department through team building and fostering collaborations. Supports the Managing Deputy Commissioner in monitoring the flow of required communications between CDA staff with other city departments and agencies, as well as outside agencies and government entities. Supports the Managing Deputy Commissioner in other job-related duties as assigned. Must be able to multi-task multiple assignments and projects with strong results orientation and work within tight and fluid deadlines. Must be able to work independently as well as in a group setting. Performs other job-related duties as required.

Must be flexible to attend early or late meetings.

Qualifications
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor's Degree in Public/Business Administration, Finance, Mathematics, Science, Engineering, Construction, Aviation Management or in a field related to the responsibilities of the position, PLUS at least five (5) years of work experience related to the responsibilities of the position of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience.
