General Definition of Work
"Performs difficult skilled technical work analyzing, implementing, and maintaining software solutions related to various applications, platforms, services, and systems such as ERP, Land Management, Assets, CAD/RMS, Parks & Rec., Utilities, SharePoint, and Teams; maintaining and analyzing data, reviewing processes, reporting, managing application security, and other related work as apparent or assigned.
Responsible for a variety of functions in order to ensure that applications run smoothly and that all customer inquiries are appropriately addressed. Acts as the subject matter expert. Considered the first and second line of application support, resolving technical requests and issues. Consistently communicates solutions and enhancements directly to the customer. Has the ability to test and recommend improvements, work with vendors, and work with IT on software enhancements. Work is performed under the general direction of the Application Services Manager
The ideal candidate will have a background in supporting various types of applications. Must be able to support, troubleshoot, and recommend improvements to various city applications. Excellent communication and interpersonal skills, both written and verbal, are a must. They can relay technical information to non-technical users and elicit clients' needs. They must also have excellent customer service and problem-solving skills. They must be able to interpret customer needs into technical guidelines and requirements. They will have experience testing updates, creating reports, being a vendor liaison, and being the first line of support for the application.
Minimum Qualifications
Bachelor's degree in Information Technology or related field and moderate experience in system analysis and programming or equivalent combination of education and experience.
Special Qualifications
Possession of Criminal Justice Information Services (CJIS) Compliance and Data Encryption certification at hire.
Must meet and maintain all training and education requirements for the position.
Valid Driver's License of the appropriate class.
Essential Functions

Provides technical support with Integrated Cloud Applications and Platform Services (Oracle).
Reviews Oracle Cloud release notes and works with IT business analysts and business process owners to assess technical impacts and determine solutions.
Maintains tenant maintenance strategy and direct system maintenance.
Maintains workflow; changes, updates, or adds as business processes change.
Performs routine break/fix support and regression testing; supports inbound/outbound integrations to the system.
Provides break/fix and enhancement support for existing systems.
Develops User Acceptance Testing (UAT) customizations and integrations.
Documents and participates in requirements gathering, designing, and technical Quality Assurance Reviews.
Maintains integrations, reports, mass data loads, and monthly and quarterly releases.
Provides information and explanations regarding software and applications.
Schedules and monitors all integrations.
Analyze and troubleshoot software bugs, customizations, invalid configurations, reports, and interfaces utilizing delivered application tools or other tools as determined.
Operates and maintains motor vehicles or other work-related equipment requiring a valid driver's license.

Thorough knowledge of Databases, Tables, stored procedures, SQL, and Views
Possess the skill to Administration updates, break-fix requests, and troubleshoot various issues.
Ability to learn, support, and take ownership of responsible applications.
Ability to be the application support liaison between users and the vendor.
Ability to report Development using various reporting tools
Ability to review and test release notes
Ability to oversee and maintain system security, roles, and permissions,
Ability to serve as the subject matter expert for assigned systems.
Ability to develop application workflow processes and administer them.
Working Conditions
This work requires the occasional exertion of up to 25 pounds of force; works frequently sitting and speaking or hearing and occasionally requires standing, walking, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
