- Level and extent of experience dictates the salary level within the grade range.

Introduction
The Personal Services Contractor (PSC) is located in the Office of the Coordinator for Afghan Relocation Efforts (CARE), Bureau of South and Central Asian Affairs, Department of State (DOS). The CARE Office mission is to safely and securely relocate individuals currently located in Afghanistan who are eligible to enter the Enduring Welcome (EW) pipeline through the effective management and implementation of $1 billion air, ground, and humanitarian support contract. The Office is responsible for working with DoD, DHS, and other entities at the federal level, as well as international partners, foreign governments, and state and local governments, with relocation efforts. Relocation efforts encompass:
- Case Management / Contact Center operations for intake, management, and initial approval for Afghanistan individuals seeking relocation;
- Managing special cases for intake and approval;
- Logistics and Platforms management for transportation within and out of Afghanistan and Pakistan to Qatar, Albania, Germany, and other third country locations;
- Processing individuals and families for relocation and/or resettlement from CAS and / or other locations;
- Engagement and Communications with external stakeholders;
- Program Management, encompassing strategic planning, management support, contracting, grants, monitoring & evaluation, data analytics, and internal coordination; and
- Managing and negotiating the process to secure third country border permits for Afghan individuals.
The PSC helps CARE Leadership effectively communicate with and among the various teams and lines of effort; develop and maintain proper knowledge management processes and systems; manages a staff of graphic designers and data visualization specialists to help CARE develop compelling data visualizations for reporting CARE efforts and progress towards goals and objectives to CARE staff; and establishes and oversees the CARE-internal onboarding and orientation efforts.
Principal Duties and Responsibilities
Duty 1 - Internal Communications (30%) FLSA Exempt
Helps CARE Leadership establish effective communication with, and among various CARE Teams and lines of effort, including strategic goals and objectives for the office, Reviewing policy and program components, case management, logistics and platforms, stakeholder engagement, special relocation and vetting issues, as well as data analytics, financial management, contracting, grants, monitoring & evaluation, and regulatory compliance and oversight. Analyzes, develops, and evaluates detailed plans, goals, and objectives for implementation of the CARE internal coordination program. Documents programming and resource decisions/recommendations in appropriate formats to meet CARE and Department requirements. Works closely with CARE Leadership to establish communication and coordination mechanisms for the various CARE lines of effort. Develops Standard Operating Procedures (SOPs) documenting the unit’s activities. Develops and maintains a method to track and monitor the internal coordination initiatives and ensure effective communication of these initiatives both to CARE Leadership and throughout the CARE organizational staff. Monitors and evaluates results of CARE existing plans to ensure strategic goals can be met and makes recommendations to CARE Leadership for adjustments to internal coordination plans as necessary.
Duty 2 - Onboarding and Orientation (25%) FLSA Exempt
Oversees the unit’s efforts to onboard new CARE staff and provide a standard orientation to new staff regarding the CARE mission, background, lines of effort, and how their work fits into the overarching strategy of the office. This involves liaising with the Bureau Executive Office human resources staff regarding upcoming new employees, with contracting companies and CORs regarding new third-party contract staff, and with other CARE teams and senior leadership. Additionally, this involves developing a standard set of documents and presentations, as well as any checklists or SOPs, for onboarding and orientation of staff.
Duty 3 - Knowledge Management (25%) FLSA Exempt
Under the direction of the Program Management Team Lead, works with unit support staff to develop and maintain appropriate knowledge management procedures and systems for the CARE Office, including developing SOPs, training CARE staff on proper knowledge management procedures, and maintaining a centralized repository of CARE federal records and working documents in order to satisfy relevant knowledge management and federal record management regulations, policies, and procedures. This repository could be MS Teams files or dedicated SharePoint sites, pages, and libraries; but the repository must be easily managed and maintained, as well as be user-friendly.
Duty 4 - Data Visualization (15%) FLSA Exempt
Manages a team of third-party contract data visualization and graphic design specialists to produce effective internal communication documents and products for CARE staff on a broad range of issues and efforts.
Duty 5: Other Duties as Assigned (5%)
Performs other related duties as assigned.

Other Requirements of the Position
The contractor must be a United States citizen.
The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.
DOS will provide the professional service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service. DOS will also provide printers, faxes, and copiers. Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DOS related business. Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided.
DOS will provide computer storage space on all DOS’s unclassified network to host the professional service employee deliverables. All deliverables (e.g., documented procedures, customized software, applications, and enhancements) are the property of DOS and will be returned to the Department upon completion of the support services.
DOS shall have perpetual rights to all raw data and deliverables resulting from work performed under this content.
