Salary: GS-13 Equivalent ($117,962- $153,354). 
For award, NEA-SCA/EX will negotiate for this contract based on the following:
- Entry-level salary is at Step 1 of the grade range assigned to solicitation. 
- Consideration given for experience relevant specifically to the solicitation requirements.
- Level and extent of experience dictates the salary level within the grade range.

I. Introduction

The Personal Services Contractor (KPSC) is located in the Program Management Team, Office of the Coordinator for Afghan Relocation Efforts (CARE), Bureau of South and Central Asian Affairs (SCA), Department of State (DOS).  The CARE Office mission is to safely and securely relocate individuals currently located in Afghanistan who are eligible to enter the Enduring Welcome (EW) pipeline through the effective management and implementation of $1 billion air, ground, and humanitarian support contract.  The Office is responsible for working with DoD, DHS, and other entities at the federal level, as well as international partners, foreign governments, and state and local governments, with relocation efforts.  Relocation efforts encompass:

• Case Management / Contact Center operations for intake, management, and initial approval for Afghanistan individuals seeking relocation;
• Managing special cases for intake and approval;
• Logistics and Platforms management for transportation within and out of Afghanistan and Pakistan to Qatar, Albania, Germany, and other third country locations;
• Processing individuals and families for relocation and/or resettlement from CAS and / or other locations;
• Engagement and Communications with external stakeholders;
• Program Management, encompassing strategic planning, management support, contracting, grants, monitoring & evaluation, data analytics, and internal coordination; and
• Managing and negotiating the process to secure third country border permits for Afghan individuals.

The PSC serves as a Compliance and Oversight Specialist in the Monitoring & Evaluation (M&E) unit, made up of various professional staff, including data analysts, compliance & oversight specialists, monitoring & evaluation specialists, and performance management and reporting personnel.  Ensures that all CARE support functions comply with relevant federal and department regulations, policies, and procedures, including procedures for grants, cooperative agreements, contracts, M&E functions, etc; collaborates and coordinates with other Program Management staff to ensure CARE support functions and programs are underpinned with the best possible data and strategy to support those operations.

The purpose of the work directed and performed by the incumbent is to formulate and monitor CARE’s compliance and oversight efforts (including oversight of both resources and programs), coordinating with other staff and managers to provide advice, direct support, and guidance in order for all CARE USDH and PSC staff properly oversee their programs and/or resources, and are aware of and comply with relevant regulations, policies, and procedures.  The incumbent personally conducts and oversees analytical and advisory support for the planning, development, and execution of compliance efforts in accordance with the Department’s Foreign Affairs Manual (FAM).  The work also involves developing innovative approaches to objectives and requires close coordination with other offices and bureaus in the Department as well as interagency partners. The services provided by the incumbent contribute to the accomplishment of key strategic objectives by providing effective, reliable, and timely compliance and oversight support, analyses, and reports that enable proper management and decision making, continuous learning, proper conduct of inherently governmental duties, and more effective strategic planning.


II. Principal Duties and Responsibilities

Duty 1 - Compliance Support Efforts (40%) FLSA Exempt

Reviews risks and issues related to all CARE support and programmatic functions, ensures they are managed properly and in a coordinated fashion, and that all activities within CARE’s purview are balanced against available resources, schedules, and budgets and are underpinned with the best possible data and strategy to support those operations across all CARE functions.  Develops and implements compliance guidance to CARE staff.  Applies operational modeling information, data analytics, and forecasts to inform decision-making, communications, guidance, and oversight.  Maintains standard operating procedures for compliance scenarios.  On regular and recurring bases, the incumbent exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.

Duty 2 - Oversight Efforts (30%) FLSA Exempt

Ensures that CARE has systems, processes, and metrics in place in support of the Department of State 18 FAM 300 Managing for Results Framework to illustrate linkages among DoS strategic planning, budgeting, managing, and activities such as federal assistance awards including grants and cooperative agreements, as well as projects, programs, and contracts. Leads efforts to conduct a range of activities that demonstrate CARE is designing,  implementing, and managing activities for results including identifying major programs and projects, program and/or project design, performance monitoring, evaluation, and capacity building.  Leads efforts to conduct problem analyses, and develop theories of change, logic models, and all components of performance management plans, to include developing indicators at multiple levels of objectives.  Manages PSC and contract staff to collect data and conduct analyses to measure performance toward stated outcomes and objectives to determine results by coordinating with implementing partners and other stakeholders.  Keeps records of the M&E efforts and reports findings to the appropriate leaders to support planning, strategic, and budgetary decisions. Supports CARE’s annual evaluation and learning requirement and provides input into the Annual Strategic Plan development.

Duty 3 - Protection from Sexual Exploitation and Abuse (PSEA) (20%) FLSA Exempt

Monitors and ensures appropriate actions are taken in all reported PSEA allegations involving CARE-funded contractors and sub-contractors, as well as grantees and sub-grantees.  This includes reviewing reports from CORs or elsewhere to ensure that timely, survivor-centered investigations and response measures have been taken.

Tracks allegations of, and actions taken, to address PSEA in specific cases.  Follows-up with CORs or others to address gaps.  Ensures appropriate reporting to the OIG and CARE leadership.  Compiles regular reports on incidents, trends, risk mitigation trends, and actions.  Works in close coordination with the CARE PSEA subject-matter expert in DC, with CORs and GORs, and as needed, with CARE PSEA focal points at each relocation platform.

Duty 4 - Other Duties as Assigned (10%)

Performs other related duties as assigned.

IV. Other Requirements of the Position

The contractor must be a United States citizen.

The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.

DOS will provide the professional service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service.  DOS will also provide printers, faxes, and copiers.  Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DOS related business.  Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided.

DOS will provide computer storage space on all DOS’s unclassified network to host the professional service employee deliverables.  All deliverables (e.g., documented procedures, customized software, applications, and enhancements) are the property of DOS and will be returned to the Department upon completion of the support services.

DOS shall have perpetual rights to all raw data and deliverables resulting from work performed under this content.
