Position is located in WASHINGTON, DC

To be considered, applicants must be willing to relocate or live within a 50-mile radius of Washington, D.C.

Salary: GS-13 Equivalent ($117,962- $ 153,354). 
For award, NEA-SCA/EX will negotiate for this contract based on the following:
- Entry-level salary is at Step 1 of the grade range assigned to solicitation. 
- Consideration given for experience relevant specifically to the solicitation requirements.
- Level and extent of experience dictates the salary level within the grade range.

 I. Introduction

The Personal Services Contractor (PSC) is located in the Office of the Coordinator for Afghan Relocation Efforts (CARE), Department of State (DOS).  The CARE mission is to safely and securely relocate personnel currently located in Afghanistan who are eligible to enter the Operations Allies Welcome pipeline. Operations under the CARE Office are being managed along these primary areas of responsibility: 

• Case Management/Contact Center for intake, management, and initial approval for Afghan individuals seeking relocation.
• Managing special cases for intake and approval.
• Transportation within and out of Afghanistan to Camp As Sayliyah (CAS) in Doha, Qatar, and potentially other third country locations.
• Processing for relocation and/or resettlement from CAS and/or other locations.
• Engagement, Analysis, and Communications with external stakeholders.

The PSC is part of the CARE DC Medical Review Team which serves as the authority regarding information on, and analysis of, end-to-end case management responsibilities for assisting eligible populations with medical conditions that may affect their relocation status and relocation needs.  These cases include medically fragile individuals (MFI) including adults and children, generally defined as in need of medical care and medical services (e.g., tracheostomy, renal dialysis, chemotherapy), twenty-four hours per day and services that are not available as part of the routine case process.  This includes populating evacuation information from the planning through verification phases of operations, and coordinating with CARE Leadership on case determination, prioritization, and correct course of action throughout a case’s lifecycle. 

II. Principal Duties and Responsibilities

Duty 1 - Policy Advice and Coordination (60%) FLSA-Exempt

• Provides informational consultations and orientations to colleagues and management officials in the Department and the interagency arena.
• Provides expert advice on issues and risks, including fraud, and escalates as appropriate; develops and proposes resolutions of policy and procedures related to CARE relocation efforts; and coordinates implementation of policy decisions.
• Conducts research and analysis, including vetting and pre-vetting, on MFI cases as needed to collect information on problems and possible solutions in policy and program implementation.
• Serves as the point of contact for organizations that represent the interests of eligible Afghans wanting to be relocated, directing their inquiries to appropriate parties, and facilitating their requests as appropriate.
• Drafts, clears, and issues policy and procedure implementation guidance for use by countries that currently have eligible populations that need to be relocated.
• Provides follow up problem solving assistance, guideline interpretations, and technical consultations as required.
• Interacts formally and informally with analysts and management officials throughout the Department and USG; private non-profit associations and public interest groups; foreign government officials; Congressional members and committees; and populations of Afghans that need medical care and medical services in order to: (1) advocate for and communicate with Afghan populations with significant medical conditions that greatly affect their relocation status and relocation needs; (2) advise on USG policy and travel requirements needed for processing; and (3) persuade policymaking officials, with widely differing goals and interests, to follow a recommended course of action consistent with established policies, objectives, and regulations
• Actively participates in interagency working groups and meetings and makes expert recommendations to these bodies and to Department management on new policies or approaches that will assist in achieving policy objectives.
• Participates in meetings to contribute detailed technical analyses and assessments of complex issues and alternatives to decision makers.

Duty 2 - Case Management Oversight (35%) FLSA-Exempt  

• Provides advocacy and case management services for populations with significant medical conditions that greatly affect their ability to travel safely, including medically fragile adults and children, generally defined as in need of medical care and medical services (e.g., tracheostomy, renal dialysis, chemotherapy, etc.), twenty-four hours per day and services that are not available as part of the routine case process.
• Reviews cases identified as medically fragile who may be eligible or not eligible for relocation; determines their place in case management process; coordinates with the transit location, physicians, and other federal agencies to facilitate discussions to determine movement, resettlement and/or receiving facility options for MFI and family members; recommends the best interim location if direct resettlement cannot occur; and verifies the receiving facility will accept case.
• Works with implementing partners to plan for the arrival of MFI and continued care in the U.S.
• Reviews and inputs data into the Case Management System with accuracy and integrity.
• Conducts operations reporting, which will support developing and distributing of pre-defined and ad-hoc status and management reports, as well as conducting briefings with CARE Leadership.

Duty 3 - Other Duties (5%)

• Performs other duties as assigned.

III. Knowledge/Skills of the Successful Candidate Shall Include:

Expert knowledge of U.S. foreign policy and the Administration's foreign policy priorities regarding Afghanistan and the resettlement of Afghan populations in order to provide expert policy advice and guidance;

Ability to manage an exceptional large caseload of eligible populations with significant medical conditions that greatly affect their relocation status and relocation needs at all stages; and play a leading role in managing cases. 

Expert knowledge of the history, politics, and native cultures of Afghanistan in order to incorporate these perspectives into managing cases; provide expert advice on specific factors; and deal effectively with Afghan populations and government officials.

Expert interpersonal, oral, and written communication skills in order to develop comprehensive position papers, memoranda and briefing materials; effectively represent CARE positions with other USG agency, foreign government and U.S. and international partners and entities with their own agendas; form effective relationships with high ranking officials of the Department, other USG agencies, and other stakeholders in the U.S. and overseas; and reconcile conflicting viewpoints in the course of formulating and implementing foreign policy.

Knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department.

Degree from an accredited medical school, Family Nurse Practitioner (FNP), or Physician Assistant (PA) program from a school in the U.S. or Canada OR an equivalent degree from a foreign school that provided education and medical knowledge comparable to accredited schools in the U.S. Minimum of ten years clinical experience post NP, PA, or MD/DO award.

Current licensure is desirable but not required as a Physician, Nurse Practitioner, or Physician Assistant in a state, a territory of the U.S., Puerto Rico, or the District of Columbia .

75% of the candidate’s time spent involved in healthcare related activities for at least four out of the last five years.

Knowledge of medical terminology and conditions in order to understand and discuss MFI cases and situations and apply this knowledge to working specific cases.

IV. Other Requirements of the Position

The contractor must be a United States citizen.

The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.

DOS will provide the professional service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service.  DOS will also provide printers, faxes, and copiers.  Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DOS related business.  Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided.

DOS will provide computer storage space on all DOS’s unclassified network to host the professional service employee deliverables.  All deliverables (e.g., documented procedures, customized software, applications, and enhancements) are the property of DOS and will be returned to the Department upon completion of the support services.

DOS shall have perpetual rights to all raw data and deliverables resulting from work performed under this content.
