Duration of Appointment: 1 year renewable for up to 4 additional years.

Salary: FS-04 Equivalent ($79,974 - $117,444). 
For award, NEA-SCA/EX will negotiate for this contract based on the following:
- Entry-level salary is at Step 1 of the grade range assigned to solicitation. 
- Consideration given for experience relevant specifically to the solicitation requirements.
- Level and extent of experience dictates the salary level within the grade range.

Introduction and General Purpose of the Contract

The Operation Enduring Welcome (OEW) operation is located at CARE-Doha on what was once called Camp Al Sayliyah (CAS), a former military base in Doha, Qatar.    The goal of the operation is to process special immigrant visa (SIV) and refugee applicants as well as other qualified Afghans who have been relocated from Afghanistan to CARE Doha to be resettled into the United States.  The State Department led operation is a multi-agency coordinated effort with an expected through-put per month of up to 2000 individuals, with the camp population ranging between 2,600 and 5,000 Afghans at any given time.  The incumbent will have primary responsibility for coordinating and enacting community order policies at CARE-Doha in the Afghan guest portion of the compound and for the compound’s perimeter and will work with the contracted Community Order Support Services (COS3) to ensure community order.  The Community Order Duty Officer reports directly to the Community Order Duty Officer Deputy Project Manager.

The Objective of the Duty Officer program is to carry out the community order program at CARE-Doha.  This program includes Afghan community engagement, community order services (walking and mobile patrols), community protection, predictive engagement, and incident reporting.  It is limited to the area with open access by the Afghan population (Guests) and does not include the diplomatic area, otherwise known as USG Annex or Block 100.

Principal Duties and Responsibilities

• Serve as the primary conduit for information between the COS3 contractor and CARE-Doha leadership for non-USG Annex areas known as the CARE Zone.
• Provide after action reviews, briefings, and supplemental reports to CARE-Doha leadership for non-routine incidents. Reports must be completed within established deadlines.
• Conduct routine patrols (approximately four per shift). Observe and report on any conditions (including facilities and community order) that seem out of the ordinary.  Prepare daily reports as required to be shared with the appropriate entities.
• Identify gaps in community order and make recommendations through the CARE project management team leadership.

B. Access Management

• Approve CARE Zone access and visitor requests submitted by Senior Security Officers (SSO’s).
• Coordinate VIP access requests and vehicle movements.
• Educate on the Access Policy by providing training to SSOs and other stakeholders.

C. Badging Support/Liaison

• Provide approval and oversight to Access Coordination Office (ACO), including access roster management, and CARE Zone badging.
• Approve personnel vetted or cleared by RSO for CARE Zone GLID badges, as outlined in the CARE Zone Access Policy.
• Report on all issues, including equipment deficiencies or malfunctions, and regularly report on badging numbers to the DPM and PM.

D. Metrics Reporting

• Establish, gather, and report weekly metrics on COS3 staffing levels, guest population numbers, number and types of incidents, access request types and numbers, badging types and throughput numbers, and other reports as needed.
• Identify trends, inefficiencies, and areas of improvement in the metrics above.
• Track and report on incidents in the CARE Zone, keeping and archiving records, and provide basic analysis of reported incidents through resolution.

E.  Leadership and Communication

• Provide regular and on request briefings to leadership on ongoing and planned programs involving Community Order personnel, areas of concern, incidents and issues, funding and staffing, or changes in the security posture outside of the USG Annex.
• Ensure all issues are raised to and communicated and addressed through the DPM and PM.

F. Incident Response

• Be physically present (but at a safe distance) for any incidents that require USG presence, that would not include routine medical emergencies but would include serious incidents.
• Represent the U.S. Government at incidents where there may be no other USG personnel. Respond to urgent facilities-related calls on after hours shifts and determine whether to engage the operations & maintenance contractor, urgently contact the Facilities Maintenance section, or report the event in the morning.

 G. Administrative Duties

• Develop standard operating procedures (SOP’s), schedules, phone trees, incident report forms, and etc., as assigned.
• Oversee and account for the destruction of all badges received by the DO Office for destruction.
• Update all contact lists, reports, SOPs, etc. as required.
• Support the DPM, PM, and rest of the Duty Officer team, as assigned.

H. Incident Resolution and Information Gathering

• On request, analyze, assesses, and conduct information gathering sessions to bring about the resolution of incidents involving possible incidents and/or destruction of USG property. Liaise with appropriate CARE-Doha leadership as required.
• Research and gather information needed to document and fully report on incidents.
• Ensure all incidents are tracked and closed out, including maintaining all related paperwork online.

I. Special Projects and Miscellaneous Duties

• Take on special projects as assigned including facility and community order-related site reviews, including provisioning and maintenance needs in the furtherance of improving community safety and support. Work with appropriate Subject Matter Experts, as required.
• Make policy recommendations for improved operations.
• Support VIP visits as a Duty Officer and in other roles as required.
• Any other task as assigned.

Incumbent works independently and is responsible for identifying all required tasks.

Serves as the main POC for the direct contact program with the guests.

Factor Level Descriptions

FACTOR 1: Knowledge Required by the Position

• The Incumbent applies a thorough level of knowledge on management and logistics, including sufficient knowledge and technical expertise for oversight of the contractor’s operations and services including detailed knowledge of SOPs in the event a serious incident occurs.

• Must possess an understanding of the operational requirements and human impact upon the guests and the ability to apply quality assurance concepts necessary for the Watch Officers to perform oversight.

• Incumbent applies critical thinking skills to perform work capably and confidently in an environment with minimal supervision and under conditions that may involve limited resources, rapidly developing events, and conflicting priorities.

• The incumbent must have an experienced ability to work effectively and cooperatively in a team environment under considerable stress and tight deadlines.

• Expert knowledge of the rules and operational regulations and services required to ensure policies and practices are in place to provide and environment to efficiently execute the mission of safety and community order for timely delivery of goods and services to the Afghan Guest temporarily housed CARE-Doha.

• Ability to effectively plan, organize, oversee, and exercise responsibility for the operation and outcome of multiple, simultaneous guest community issues while keeping the overall program and bureau goals in perspective.

• Ability to work effectively and harmoniously in a stressful work environment with others who themselves may be under considerable stress.

SPECIFIC SKILLS:

• Proficiency in use of the Microsoft Office suite (Word, Excel, PowerPoint, and Access) to organize, analyze, prepare, and present program information to a variety of audiences.

FACTOR 2: Supervisory Controls

The incumbent will be under the supervision of an FS-03 equivalent PSC serving as the Assistant COS3 Project Manager. The position coordinates insight and awareness of the guest community environment with not only the supervisor but also with senior level officials in the Department and at post, as well as senior officials in participating USG agencies and foreign governments individually or jointly involved in supporting the mission. The incumbent operates with a high degree of autonomy in planning, organizing, and coordinating efforts to assist in the development and implementation of policies and strategies to promote capacity development in the logistics and operations management areas. The incumbent’s actions, decisions, and recommendations are reviewed based on results achieved in maintaining a positive guest community environment. The incumbent’s professional judgment is relied upon by senior leadership.

FACTOR 3: Guidelines

Guidelines consist of overall USG foreign policy mission for the OAR operation for CARE, the operations management theories and practices, and ongoing assessments of Mission and Management Section operational requirements and SOPs. The broad nature of these guidelines requires the incumbent to exercise judgment and discretion in adapting, extending, and modifying available guidance to meet the organization’s need for sound and effective strategic and operational management advice and direction under extremely challenging conditions.

FACTOR 4: Complexity 

The work involves providing specialized community order services and substantive expertise in providing the planning, development, implementation, and coordination of a myriad of multi-faceted services to a population of up to 5,000 individuals living in the transit environment that is in the CARE mission in Qatar. Decisions on the most effective approaches for planning and coordinating assigned assistance are complicated by the intricacy of the fluid nature of the operational environment in the CARE-Doha community which requires the incumbent to make on-the-spot decisions, without consulting senior management.  Flexibility is needed to develop and implement new methods and approaches to meet constantly changing operational requirements.

FACTOR 5: Scope and Effect

The purpose of the work is to provide an expert level of services to the guest population through the advice, guidance, leadership, and coordination in support of the Community Order Support Services for CARE-Doha.

FACTOR 6/7: Personal Contacts/Purpose of Contacts

Contacts include CARE management and coordination with the other USG agencies (Afghan Affairs Unit [AAU], Population Refugee Migration [PRM], International Organization Migration [IOM] and DHS [USCIS and ICE]) as well as the FBI in supporting the OEW mission. Contacts are to provide advice and assistance; plan and coordinate projects; promote cooperation among USG agencies on the camp environment; share information across program and organizational lines; and resolve problems. Contacts take place in meetings and conferences and in ad hoc situations where the incumbent must always exercise a high level of diplomacy and tact in representing USG interests.

FACTOR 8: Physical Demands

The position requires deployment to a physically challenging and stressful environment. It may require unusual physical exertion under unfavorable conditions including extremely hot, dusty conditions and air pollution, uneven and rocky terrain. Incumbent must be able to respond to duck-and-cover alarms. 

FACTOR 9: Work Environment

The work is usually performed in a basic office setting located at CARE-Doha. The work environment is arduous, dirty and potentially dangerous. The incumbent will regularly work long and/or non-standard hours, to include weekends and holidays, in order to ensure availability to liaison, assist or respond to questions or issues with all entities operating at CARE-Doha during all phases of their duty period.

Required basic qualifications.

• The incumbent must possess U.S. citizenship.
• The incumbent must have or be able to obtain and maintain a secret security clearance.
• The incumbent must be able to obtain a medical clearance to work in Qatar.
• The incumbent must have or be able to obtain a valid U.S. passport.
• The incumbent must have a minimum of seven years’ experience in an overseas environment, with strong emphasis on experience in managing and/or providing oversight of large multi-purpose support services contracts in contingency operating environment.
• Experience in lesser developed countries with challenging and difficult conditions.
