Budget Analyst/Finance Manager

Montgomery County Public Schools, Virginia, is seeking an experienced professional to assist the Finance Director by providing leadership in the development and delivery of high-quality budget and fiscal services.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Accounting or Finance
- Two to four years of financial experience through public accounting/auditing and/or industry experience
- Strong numerical and analytical, written/verbal communication, interpersonal, and relationship-building skills
- Knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standards
- Systems knowledge and familiarity
- Ability to adapt to change quickly and multi-task
- Such other alternatives as may be found appropriate and acceptable
PREFERRED QUALIFICATIONS:
- CPA preferred
- Supervisory experience
PRIMARY RESPONSIBILITIES:
- Work with program and project managers to develop the organizations’ budgets
- Review managers’ budget proposals for completeness, accuracy, and compliance with laws and other regulations
- Combine all the program and department budgets together into a consolidated organizational budget and review all funding requests for merit
- Explain recommendations for funding requests to others in the organization and the public
- Monitor organizational spending to ensure that it is within budget
- Inform program managers of the status and availability of funds
- Estimate future financial needs
- Develop, analyze, and execute budgets
- Efficiently allocate limited financial resources
- Draft budget-related policy
- Conduct training regarding budget procedures
- Supervisory responsibilities for payroll and accounts payable
- Utilize knowledge of accounting practices relative to the maintenance of a budget
- Establish and maintain effective working relationships with outside contacts, officials, school secretaries, principals, directors, and other School Board employees
- Assemble and organize complex data and compose effective and accurate correspondence and prepare various financial and operational reports
- Manage the planning and coordination of job assignments and distribution of workloads in the areas of responsibility
- Assist in preparation for the annual audit by an outside company, including journal entry adjustments, account analysis, and preparation of detailed financial schedules and statistical data, general fixed assets
- Assist auditor through answering inquiries and supplying data as requested
- Monitor school division appropriations and expenditures and enter adjusting entries to maintain the accounting system
- Other duties as assigned and appropriate for the budget analyst/finance manager position
SALARY: $81,104.09 - $146,102.87 annually, with benefits; commensurate with experience
