What You Will Do.  This position performs complex, sensitive, detailed, and difficult professional-level analytical work in the areas of legislative and administrative policy and data analysis related to children, youth and family services. It supports Departmental functions with data management, policy analysis and program evaluation, and conducts key research and strategic planning. This position will report to the Data and Analytics Manager and will also provide analytical support to program managers in other teams in the department.

Role Description - The essential duties of this position include:  

• Conduct qualitative and quantitative analysis. Tasks may include evaluating and analyzing internal data collected in DCYF’s Contract Management System (CMS), developing simple surveys, analyzing survey responses, analyzing outside data from sources that may include the Census and American Community Survey (ACS), San Francisco Unified School District and other City Departments. Quantitative analysis and data management may be completed using statistical software such as R, SQL, and/or EXCEL; geospatial software such as GIS; and data visualization software such as Power BI. Areas of analysis may include early care and education/child care, out-of-school time programming, mentorship, youth workforce development, youth empowerment, wellness, Justice System, and family support services.
• Provide support for major Departmental deliverables such as the development of the Community Needs Assessment (CNA), Local Action Plan (LAP), Services Allocation Plan (SAP), and Request for Proposals (RFPs) by gathering and analyzing information from the CMS, youth surveys, other original data sources and relevant research.

• Analyze trends in Department-funded services, prepares statistical reports; coordinate and monitor departmental reporting including the reporting of data by DCYF-funded programs.  
• Work with staff from various teams to define and monitor key metrics in initiatives and with the Department’s contracts with nonprofit providers that ensure alignment with system-wide goals and support performance accountability.
• Prepare recommendations with appropriate supporting documentation regarding how to comply with legislation and regulations, Mayor’s and Board of Supervisors’ directives, law, court decisions and/or memoranda of understanding; develops implements and monitors new and revised reporting systems required by legislation and/or new policy. 
• Develop reports and create dashboards with program outcomes, indicators, and systems for tracking the progress for both public reporting and internal management purposes.
• Conduct other ad hoc research and data analysis as needed, which may include matching client data across multiple large datasets and databases, researching industry best practices, evaluating the effectiveness of pilot programs or reform efforts using quantitative and qualitative methods, or administering and analyzing surveys.
• Work collaboratively with department staff to perform additional research, data and evaluation work.
• Assist in the production of written analysis and presentation materials demonstrating the Department’s research, data and evaluation activities.
• Develop, create and edit materials in formats that include reports, briefs, fact sheets, handouts, guides, videos and webinars. 

Education: Baccalaureate degree from an accredited college or university; AND

Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. AND

Candidates must possess these two (2) Special Conditions:

• Policy Analysis. Experience conducting complex and comprehensive analyses to analyze performance outcome measures and/or policy relating to strengthening families; early care and education; prevention and early intervention; health and well being; youth workforce development and empowerment; out of school time; violence response and truancy prevention; or community building. – 6 months of experience.

• Community Development. Experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well being; youth workforce development and empowerment; out of school time; violence response and truancy prevention; or community building – 6 months of experience.

In addition to the above minimum qualifications, applicants will need to meet the two (2) Special Conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Important Notes:

• One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: 

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)  This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Core Examination: (Weight: 40%). Qualified candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

• Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis.
• Ability to communicate written information (includes ability to proofread).
• Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas).
• Ability to comprehend and understand written information.
• Ability to use various computer software programs.
• Ability to conduct research.
• Ability to establish and maintain cooperative and effective working relationships.
• Knowledge of, and the ability to apply, principles, practices and procedures involving office operations.

Please note: this examination is only held in San Francisco. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. If the selection process for the future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: (Weight: 60%). Qualified candidates with a passing score on the Written Core Examination will be sent a link to complete an online Supplemental Questionnaire. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for positions in class 1823 Sr. Research, Evaluation and Data Analyst.

Failure to complete these steps by the established deadlines will result in disqualification. 

A passing score on both the Written Core Examination and Supplemental Questionnaire Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director. 

Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores, pending approval from the union for an expanded certification rule.
