Sigma Defense is seeking someone with extensive experience in Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures to support Commander, U.S. Fleet Forces Command (USFFC) as a Senior Functional Area Lead - Navy JNTC Joint Headquarters Command in San Diego, CA.
The ideal candidate has experience as a Program Supervisor in Functional Area Management. As middle-level to upper-level supervisors, they have the primary on-site responsibility for successful accomplishment of the training requirement (i.e. live/synthetic training event, training assessments). They are the Contractor equivalent of the Government’s Technical Assistants. Functional area leaders are responsible for ensuring contractor personnel have a clear understanding of the tasks, resources, capabilities, schedules, metrics, and desired end-state. While they do not necessarily have to be subject matter experts in all of the areas of their assigned tasks, they are expected to fill a supporting role, vice exclusively managing the Contractor work force. They are responsible for maintaining accurate records of resources required to complete tasks, and the daily status of their contractor workforce.
This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
- Familiarity with Fleet Training policy documents, including the OFRP, FRTP, FTC, as well as familiarity with the MOC concept.
- 5 years of experience in Combatant Command or Fleet level exercise/event planning and/or naval exercise execution with Joint/Partner Nation participation.
- 3 years of experience at an Echelon III (or higher) or similar environment.
- Minimum of 8 years in the following:
- Technical Lead, Program Lead, or Project Lead and subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Synthetic, Live, or Joint Training).
- Master Scenario Event List (MSEL) development and execution processes.
- Tactical/ operational planning, synthetic /live training exercises/ event execution, lessons learned and after-action reporting.
- Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
- Developing exercise/event timelines with required deliverables.
- Engaging Senior Staff at the Flag Officer/Director/Manager level.
- Adapting to a fast-paced, team-based environment and managing team performance.
- Managing and prioritizing large, complex projects/deliverables involving numerous stakeholders.
- Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.
- Public speaking and presentation skills.
- Handling multiple priorities and interruptions with minimal impact on productivity/deliverables.
- Team and/or project leader.
Education Requirements:
- Bachelor's Degree from an accredited college or university in an unspecified field of study.
- 10 years of experience is required if no degree is held.
- Joint Professional Military Education (JPME) Phase I or equivalent.
Personnel Clearance Level:
- Candidate must possess or have the ability to obtain an active Top-Secret security clearance or higher.
- A TS/SCI clearance level is required for this position.
- A clearance will be sponsored for the right candidate.
Essential Job Duties (not all-inclusive):
Support Tasks:
- Provide management support to the planning and execution of the Navy's JNTC training programs in accordance with the JTS as outlined in Chairman of the Joint Chiefs of Staff (CJCS) Instruction 3500.01 (Series), Joint Training Policy for the Armed Forces of the United States, CJCS Manual 3500.03 (series), Joint Training Manual for the Armed Forces of the United States, and CJCS Manual 3511.01 (series) Joint Training Resources for the Armed Forces of the United States.
- Provide subject matter expertise of USN’s Joint Partner Nation Training Team (JPNTT) and JNTC with regards to C3F and CSG4.
- Integrate CTF-80/C3F operational-level Headquarters joint training programs into Navy's JNTC training programs and oversee joint/partner nation participation for these events.
- Assist with developing and coordinating the JPNTT to meet joint and Partner Nation training requirements for live and synthetic training events.
- Coordinate JNTC resources for all phases of the JTS (requirements identification, planning, execution and assessment) in support of the FST, COMPTUEX, and AWF training programs.
- Advise and assist with coordination, validation, prioritization and synchronization of Navy training requirements with other services requirements.
- Coordinate Navy`s JNTC program accreditation, certification and mitigation process in support of the FST, COMPTUEX and AWF training programs.
- Advise boards, committees and other groups pertaining to assigned functional areas pertaining to joint training.
- Assist in developing the quarterly execution report required by USFFC. The contractor shall ensure that the following information is included in the report but it is not limited to:
- Status of the work/effort, tasks, deliverables
- Funding profile
- Labor distribution
- Quarterly activities
- Major accomplishments
- Upcoming events and exercises
- Problems and recommended solutions
- Actions/decisions required and actions taken
- Deliverables 15 (x) MOEs
- Provide as required, a JNTC annual report of the Navy's joint efforts in the approved format as provided for the year completed.
Salary Range: $80,000 - $100,000 annually.
