Job Summary: Director of Facilities and Emergency Management
The Director of Facilities and Emergency Management works collaboratively with staff, executive management, and contractors to ensure successful care of Jane Pauley CHC facilities. This person will be responsible for planning and implementing processes that assist the organization in attaining goals and objectives as set in conjunction with C-Suite Members. They will be responsible to ensure positive outcomes of assigned areas (both direct and indirect reports), in the areas of fiscal/productivity goals, appropriate facility maintenance, facility construction, and FQHC requirements.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Assist in development of and implements corporate plan for facility management and maintenance that ensures patient access and service flow run smoothly and efficiently regarding all functions with a high level of patient satisfaction.
- Develops and manages facilities budget including procurement, requests for proposal, bids, purchase orders, and reimbursements; verifies the accuracy and accountability for compliance of all local, state and federal laws.
- Directs supply chain management and will be directly involved in purchasing functions and vendor relations.
- Plans, organizes, directs, and controls all construction and special projects performed with in-house forces and/or outside contractors
- Participate in trainings and conferences relative to FQHC.
- Develops, implements, and supervises preventative maintenance and renovation programs for buildings, grounds, mechanical and electrical, utility, and safety and security systems.
- Assist in the interviewing and selection of JPCHC staff as necessary.
- Manages and approves payroll and requests for time off from assigned staff.
- Works with Compliance Officer to coordinate safety/technical training that meets the needs of the maintenance associates. Implements and monitors maintenance policies, EPA and OSHA regulations and requirements.
- Assists in promoting the culture and mission of JPCHC to all sites and all staff.
- Leads and directs staff in manner that assists the organization in meeting its annual and strategic goals and objectives as set forth by JPCHC executive management and the JPCHC Board of Directors.
- Actively participate and contribute to the strategic planning process.
- Performs all duties respectful of confidentiality and safety of all patients, and employees.
- Coordinates disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures for natural and man-made disasters.
- Communicates the importance of safety procedures, detailing procedure codes, ensuring associates understanding of safety codes, monitoring processes and procedures related to safety.
- Conducts hazard and risk assessments at the property to include semester Occupational Safety and Health Administration (OSHA)/SAFETY audits, incident tracking, and the hazard abatement process.
- Manages all loss prevention operations to include but not limited to patrol process, emergency response, investigations (e.g., initial & follow up) for all owner/guest and associate related incidents, shipping and receiving process (makes recommendations for improvement), electronic key system and manager on duties responsibilities.
- Oversee Incident Management Team for JPCHC
- Adheres to established quality principles and standards established by JPCHC.
- Maintains the list of proposed projects and periodically schedules meetings with the executive team to prioritize the projects
- Identifies work processes and strives to reduce cost and increase satisfaction
- Identifies customers and demonstrates understanding of customers’ expectations
- Actively works to increase satisfaction of all
- Monitors customers’ satisfaction
- Takes active role in department process improvement efforts; demonstrates understanding of outcomes
- Utilizes feedback from peers, supervisor, customers to drive performance and behaviors
- Prioritizes workplace safety
Supervisory Responsibilities
- Will supervise facilities team members.
Education and/or Experience:
- Bachelor’s degree in Business Administration, Finance, Accounting, Healthcare Administration or Management preferred. Experience may be considered in lieu of Degree
- Well-versed in technical/engineering operations and facilities management best practices
- Experience developing and managing budgets, including capital budget
- Six (6) years of combined facilities management and workplace service experience.
- Ability to travel as required.
- Demonstrated ability to create innovative solutions that create exceptional work environments
- Demonstrated ability to manage projects at scale and across functions with high level of execution and quality
- Ability to apply policies and procedures to solve everyday Company issues.
- Previous experience managing multi sites and teams at the same time is required.
- Ability to effectively present information and to clearly respond to questions.
- Valid Indiana Drivers license
